Appeals

The Committee on Faculty Rights and Responsibilities (CFRR) hears several different types of appeals, including:

CFRR is a standing committee of the faculty composed of nine faculty members elected for staggered terms of three years, the terms commencing on July 1 of each year. For questions, please contact the secretary of the faculty.

Appeal of Non-renewal Decisions

Faculty members who are non-renewed prior to or at the time of tenure may file an appeal with the Committee on Faculty Rights and Responsibilities within 20 calendar days of receiving the outcome of a reconsideration request. The appeal must be based on factors outlined in UW System Administrative Code Chapter 3.08 and cannot be based on a disagreement with the outcome of the renewal or promotion decision. Appeals should be submitted to the secretary of the faculty. In order to file an appeal, appellants should follow the procedures here.

Appeal of Discipline Decisions

A faculty member has 30 calendar days from receipt of the written letter invoking discipline to file an appeal with the Committee on Faculty Rights and Responsibilities (CFRR). CFRR will review the appeal and may hold a hearing. It will determine whether a finding of just cause for the discipline is shown in the evidence that meets a clear and convincing standard. Faculty members who wish to submit an appeal for discipline should contact the secretary of the faculty for additional information.

Appeal of Dismissal Decisions

A faculty member has 30 calendar days from receipt of the written letter invoking dismissal to file an appeal with the Committee on Faculty Rights and Responsibilities (CFRR). CFRR will hold a hearing for all appeals of faculty dismissals and will determine whether a finding of just cause for the dismissal is shown in the evidence that meets a clear and convincing standard. Faculty members who wish to submit an appeal for dismissal should contact the secretary of the faculty for additional information.

Appeal of Promotion Decisions

Faculty may appeal a decision to not promote them from associate professor to professor within 20 calendar days of receiving the written decision regarding promotion to the Committee on Faculty Rights and Responsibilities (CFRR). Appeals must be based on factors indicated in UW System Administrative Code Chapter 3.08 and cannot be based on a disagreement with the decision. Extraordinary Circumstances

Faculty may be laid off or terminated for financial emergency or under extraordinary circumstances for program discontinuance based on educational consideration. These actions are governed by Faculty Policies & Procedures Chapter 10.
